Best website builder?

ok, im looking for a website builder that i can use. Im not looking for a buisness website builder, because those are the only ones i can seem to find. Theres a website called ning.com that was perfect but now thay make you charge. so does any one know of a website builder similar to ning.com thats free? Im looking to make an interactive website, but simple. thankyou!
